一、健全落實安(an)全責任體系,更好統籌發(fa)展和安(an)全

(三(san))依(yi)法(fa)落(luo)實(shi)(shi)企(qi)業(ye)(ye)(ye)主(zhu)體責(ze)(ze)(ze)(ze)任。嚴(yan)格落(luo)實(shi)(shi)安全(quan)(quan)(quan)生產第一責(ze)(ze)(ze)(ze)任人(ren)責(ze)(ze)(ze)(ze)任,堅持履職盡責(ze)(ze)(ze)(ze)承諾。制定(ding)并落(luo)實(shi)(shi)企(qi)業(ye)(ye)(ye)分管負責(ze)(ze)(ze)(ze)人(ren)安全(quan)(quan)(quan)生產職責(ze)(ze)(ze)(ze)清單。依(yi)法(fa)設置(zhi)安全(quan)(quan)(quan)管理機(ji)構,配備(bei)安全(quan)(quan)(quan)總監、專兼職安全(quan)(quan)(quan)管理人(ren)員和(he)注冊安全(quan)(quan)(quan)工程師(shi)。足額提取使(shi)用安全(quan)(quan)(quan)生產費用。礦山企(qi)業(ye)(ye)(ye)按照有(you)關規(gui)定(ding)全(quan)(quan)(quan)面開展“體檢式”精查(cha),建立健全(quan)(quan)(quan)安全(quan)(quan)(quan)生產管理制度機(ji)制,其(qi)他高危行業(ye)(ye)(ye)領域(yu)企(qi)業(ye)(ye)(ye)推(tui)廣(guang)礦山企(qi)業(ye)(ye)(ye)做法(fa)。企(qi)業(ye)(ye)(ye)必須做到安全(quan)(quan)(quan)責(ze)(ze)(ze)(ze)任、投(tou)入、培訓、管理和(he)應(ying)急救援“五到位(wei)”。(負有(you)安全(quan)(quan)(quan)監管職責(ze)(ze)(ze)(ze)的部門(men)督促企(qi)業(ye)(ye)(ye)落(luo)實(shi)(shi))
(四(si))推動(dong)落實(shi)全(quan)(quan)(quan)員安(an)全(quan)(quan)(quan)責(ze)(ze)任(ren)。建立健全(quan)(quan)(quan)從主(zhu)要負責(ze)(ze)人(ren)(ren)到(dao)一(yi)線從業人(ren)(ren)員的全(quan)(quan)(quan)員安(an)全(quan)(quan)(quan)生產責(ze)(ze)任(ren)制。從業人(ren)(ren)員未經培訓合格不(bu)得上(shang)崗。著眼不(bu)傷害自己、不(bu)傷害他(ta)人(ren)(ren)、不(bu)被別人(ren)(ren)傷害、保護他(ta)人(ren)(ren)不(bu)受傷害,常態化開展反“三違”活動(dong),嚴格全(quan)(quan)(quan)員遵規守紀。(負有安(an)全(quan)(quan)(quan)監管職責(ze)(ze)的部(bu)門督促企業落實(shi))
二、強化風險(xian)隱患有效管控,推動安全治(zhi)理(li)模式轉型
(五(wu))強(qiang)化重大風險源(yuan)頭(tou)(tou)防范。推(tui)動開發(fa)(fa)區、高(gao)新區、工(gong)(gong)業(ye)園區、化工(gong)(gong)園區等(deng)(deng)重點區域(yu)制定安(an)全(quan)生(sheng)產(chan)禁止和限制類(lei)產(chan)業(ye)目錄,嚴(yan)格(ge)安(an)全(quan)準(zhun)入。(省(sheng)工(gong)(gong)信廳(ting)(ting)、省(sheng)商(shang)務(wu)廳(ting)(ting)、省(sheng)應急(ji)廳(ting)(ting)等(deng)(deng)部(bu)門督促落實(shi))發(fa)(fa)展改(gai)革、行政審批等(deng)(deng)部(bu)門要對(dui)有關項目實(shi)施聯合審查,加(jia)強(qiang)源(yuan)頭(tou)(tou)安(an)全(quan)防范。(省(sheng)發(fa)(fa)展改(gai)革委、省(sheng)應急(ji)廳(ting)(ting)、省(sheng)審批服務(wu)管(guan)理局(ju)等(deng)(deng)部(bu)門負責)嚴(yan)格(ge)礦(kuang)山(shan)安(an)全(quan)生(sheng)產(chan)準(zhun)入。規范礦(kuang)山(shan)建設(she)項目安(an)全(quan)設(she)施設(she)計審查和安(an)全(quan)生(sheng)產(chan)許可。(省(sheng)能源(yuan)局(ju)、省(sheng)自然資(zi)源(yuan)廳(ting)(ting)、省(sheng)應急(ji)廳(ting)(ting)等(deng)(deng)部(bu)門分工(gong)(gong)負責)
(六(liu))加(jia)強安全(quan)風(feng)(feng)險預警(jing)管(guan)(guan)(guan)控。運用(yong)大數據、物聯(lian)網等(deng)(deng)技術,加(jia)大礦(kuang)(kuang)山(shan)、危(wei)險化學品重大危(wei)險源、粉塵(chen)涉爆等(deng)(deng)行業領(ling)域安全(quan)風(feng)(feng)險監測預警(jing)系(xi)統(tong)建設應用(yong)。完善露天礦(kuang)(kuang)山(shan)邊坡、尾礦(kuang)(kuang)庫(ku)在線(xian)監測。企(qi)業要建立完善并落(luo)實(shi)安全(quan)風(feng)(feng)險分(fen)級管(guan)(guan)(guan)控制度(du)。監管(guan)(guan)(guan)部(bu)門要通過安全(quan)風(feng)(feng)險監測預警(jing)系(xi)統(tong)等(deng)(deng),加(jia)強對企(qi)業風(feng)(feng)險管(guan)(guan)(guan)控措施(shi)落(luo)實(shi)情況的檢查。(負有安全(quan)監管(guan)(guan)(guan)職(zhi)責的部(bu)門分(fen)工負責)
(七)深(shen)化重(zhong)大(da)事故(gu)隱(yin)(yin)(yin)患專項排(pai)(pai)查整治。以重(zhong)點行業(ye)領(ling)域、高風險場所(suo)、危險作業(ye)環(huan)節管理(li)和(he)全(quan)員安(an)全(quan)素質提升為重(zhong)點,集中開(kai)展安(an)全(quan)意識大(da)教育、安(an)全(quan)隱(yin)(yin)(yin)患大(da)排(pai)(pai)查、安(an)全(quan)問題大(da)整治、安(an)全(quan)責任大(da)落實活動。(省住建廳(ting)、省交通(tong)廳(ting)、省文(wen)旅廳(ting)、省應(ying)急廳(ting)、省消防救援(yuan)總隊(dui)等(deng)部(bu)門(men)分工(gong)負責)企(qi)業(ye)要建立(li)健全(quan)事故(gu)隱(yin)(yin)(yin)患排(pai)(pai)查治理(li)制度(du),完善(shan)事故(gu)隱(yin)(yin)(yin)患自查自改常態化動態清零機(ji)制。對重(zhong)大(da)事故(gu)隱(yin)(yin)(yin)患,企(qi)業(ye)要向監(jian)(jian)管部(bu)門(men)和(he)企(qi)業(ye)職(zhi)工(gong)“雙(shuang)報告(gao)”,監(jian)(jian)管部(bu)門(men)掛牌督(du)辦并審核(he)把關(guan)銷號(hao)。(負有安(an)全(quan)監(jian)(jian)管職(zhi)責的部(bu)門(men)督(du)促(cu)企(qi)業(ye)落實)
(八)創(chuang)新監管(guan)執法(fa)(fa)(fa)方式(shi)。加大“互聯網+執法(fa)(fa)(fa)”應用(yong)力度(du),推廣“遠程+現(xian)場”執法(fa)(fa)(fa)。采(cai)取“四不兩直”、暗查暗訪(fang)、交叉執法(fa)(fa)(fa)等方式(shi),深入推進(jin)精準(zhun)嚴(yan)格執法(fa)(fa)(fa),及時公(gong)布和處理檢查發現(xian)的(de)重大事故(gu)隱患。建立健(jian)全監管(guan)執法(fa)(fa)(fa)統計、執法(fa)(fa)(fa)考評和典型(xing)案例報送制度(du)。強化(hua)專家配合執法(fa)(fa)(fa)、指導服務(wu)企業(ye)的(de)技術支撐。(負(fu)有(you)安全監管(guan)職責(ze)的(de)部(bu)門負(fu)責(ze))
三、開(kai)展治(zhi)本攻堅三年行動,深化重點行業領域(yu)專項整治(zhi)
(九)開展(zhan)治本攻堅三年行動(dong)。按照國(guo)務院安(an)(an)(an)委會(hui)統一部(bu)署,開展(zhan)企業主要(yao)負責(ze)人(ren)教育培訓、從業人(ren)員(yuan)安(an)(an)(an)全(quan)素質(zhi)提升(sheng)、部(bu)門(men)精準執(zhi)法、事故隱(yin)患動(dong)態清零(ling)、安(an)(an)(an)全(quan)科技支撐、全(quan)民安(an)(an)(an)全(quan)素質(zhi)提升(sheng)等行動(dong),落實(shi)人(ren)防、技防、工(gong)程(cheng)防、管(guan)理防等措施,不斷提升(sheng)本質(zhi)安(an)(an)(an)全(quan)水平(ping)。礦山行業在制定并落實(shi)治本之策上作表率,推進安(an)(an)(an)全(quan)管(guan)理與資源配(pei)置、產能掛鉤。(省安(an)(an)(an)委辦等有關(guan)部(bu)門(men)負責(ze))
